Overview

ATCC, a leading nonprofit biological resources and standards organization, is seeking an experienced Project Manager with a strong background in inventory management and project proposal development for a full-time, on-site role in Frederick, MD. This position directly supports the program management office of the NCI at Frederick Central Repository operations contract. The ideal candidate will be comfortable working in an active biological repository warehouse environment. Experience with LIMS (Laboratory Information Management System) or Information Management Service, Inc. (IMS) Biological Specimen Inventory (BSI) system preferred.

 

The Project Manager will lead and oversee projects focused on customer experience from start to finish. This role involves managing all phases of the project lifecycle, including planning, scope definition, design, execution, and delivery, facilitating the project team. The ideal candidate will ensure that all schedule, quality, and budget requirements are met, driving successful project outcomes.

Responsibilities

  • Project Lifecycle Management: Manage the daily activities of the project lifecycle applying organizational best practices in the development, initiation, planning, execution, control, and closing of projects. Ensure consistency throughout all phases by gathering data from end users to evaluate objectives, goals, and scope.
  • Process Implementation and Goal Achievement: Establish and implement processes and methodologies to meet program requirements. Interface with all stakeholders, including end users, vendors, and customers, to understand the strategic objectives of the project.
  • Progress Tracking and Risk Management: Track progress of the project through milestones, budgetary guidelines, and other performance indicators. Manage the risk, issue, and change resolution processes, and work with Senior Management to take corrective action.

Qualifications

  • Bachelor's degree and 5 or more years' experience or equivalent experience.
  • Hands-on repository work, handling specimens at a range of temperatures from ambient to as low as -196C in liquid nitrogen is required.
  • PMP preferred. 
  • Working knowledge of Information Management Service, Inc. (IMS) Biological Specimen Inventory (BSI) system preferred.
  • Experience with LIMS (Laboratory Information Management System) preferred.
  • Proven experience in managing all phases of  project lifecycle.
  • Strong understanding of project management processes and methodologies.
  • Excellent communication and stakeholder management skills.

 

Staff hired for the NCI Central Repository Program must be eligible to obtain an NIH Personal Identity Verification (PIV) Card by submitting a Declaration of Federal Employment form within 60 days (about 2 months) of employment. See links below for eligibility which includes obtaining a Public Trust Clearance and a background investigation.

Benefits

The expected salary range for this position is $90,000.00 to $100,000.00 annually. Actual compensation will be determined based on experience and qualifications as well as internal equity and alignment with market data. In addition to base salary, this role may be eligible for additional incentive compensation including regular merit increases and the corporate bonus program.
