    Founded in 1925, ATCC is a non-profit organization with a mission to acquire, authenticate, preserve, develop, standardize, and distribute biological materials and information for the advancement and application of scientific knowledge. 

    The Manager IT Infrastructure and Operations (IT I&O) is responsible for the efficient and effective delivery of all third-party and internally managed infrastructure used to support IT services across the enterprise. The scope of responsibility encompasses managing network infrastructure, server infrastructure, systems administration, desktop support, lab equipment, help desk and service management reporting. This person will have excellent technical infrastructure experience, strong project management acumen, solid vendor management skills and a service-oriented approach to infrastructure operations. A member of the IT leadership team, this role reports directly to Chief Information Technology Officer and works with the management at all levels of ATCC and information technology professionals to provide IT Services.


    This position must work and think independently; duties of this position are to be completed under minimal guidance. Discretion in handling assigned responsibilities, including the ability to resolve problems and exercise good judgment while maintaining confidentiality.  Functions are to be completed in a timely manner with acceptable quality.


    1. Sets the mission and the vision of the IT I&O organization to foster a business-oriented culture and mindset driven by continual service improvement techniques.
    2. Leads the development of the IT I&O service strategy and technical roadmap and ensures alignment with the overall IT and company strategic plans.
    3. Works with IT leadership on the service portfolio and governance required to prioritize resources including budget.
    4. Manages the internal and external personnel and resources associated with support for workstations, servers, networks, phones, audio/visual, IT service desk, desktop support and lab equipment.
    5. Develops and controls the annual operating expenditure and capital expenditure budgets for the IT I&O organization.
    6. Defines, develops, and manages a comprehensive and integrated ITSM landscape based on best-practice processes, disciplines and related tool sets. Drives continual service improvement.
    7. Maintains currency on new technologies and platforms and provides direction on what emerging technologies should be acquired to enhance IT capabilities to meet business needs.
    8. Provides strategic direction for the design, development, operation and support of IT systems including the full life cycle of technical architecture, infrastructure engineering, infrastructure operations and support.
    9. Directs the development of the IT I&O sourcing strategy and provides oversight of strategic vendors and partners.
    10. Serves on IT planning and policy committees and drives development of enterprise technology standards, governance process and performance metrics to ensure that IT I&O delivers value to the enterprise.
    11. Manages the IT I&O compliance with applicable regulations and standards including but not limited to PCI DSS, GDPR, ISO 27001, and the NIST Cybersecurity Framework.


    Education and Experience:

    • Requires a bachelor's degree in computer science, information systems or related field or equivalent experience.
    • Requires eight (8) + years’ of experience in the field and two (2) + years of leadership experience.

     Knowledge, Skills and Abilities:

    • Exceptional leadership skills with the ability to develop and communicate an IT I&O vision that motivates the IT I&O team and meets business needs.
    • Ability to build a strong partnership with the business and demonstrate IT I&O value.
    • Deep understanding of current and emerging I&O technologies and methods (e.g. cloud technologies) and experience employing these technologies.
    • Proven experience or demonstrated capability in leading IT transformational initiatives in complex and dynamic environments.
    • Able to think and operate on both the strategic and tactical levels; develop short term solutions that complement longer term goals.
    • Success in leveraging traditional best practices such as ITSM, Dev Ops, Lean and other methods used to optimize agility.
    • Self-starter, motivated and takes initiative; strong interpersonal and problem-solving skills; able to work collaboratively with all levels of staff to resolve problems and external partners to maximize performance, creativity, problem solving and results.
    • Seek, learn, and apply new skills/knowledge to perform job responsibilities.
    • Attentive to detail with a high level of accuracy; exercise sound judgment and strong project management skills.

    • Position-relevant computer experience including Microsoft Office.
    • Follow all company safety practices, Standard Operating Procedures (SOP’s) and policies.

    Preferred Qualifications:

    • ITIL v3 certification.
    • Experience with Agile and Lean practices.
    • Experience working with or for Federal Contractors.
    • Experience in manufacturing and/or life sciences.
    • Project Management Professional (PMP) certification.
