    Founded in 1925, ATCC is a non-profit organization with a mission to acquire, authenticate, preserve, develop, standardize, and distribute biological materials and information for the advancement and application of scientific knowledge. 

    This is a new position that will be required to comply with all ATCC corporate policies and procedures. The junior financial analyst will be responsible for all financial aspects of assigned programs including budgeting, analysis, reporting, forecasting, collaborating with program managers and cost account managers on Estimates-To-Complete (ETC) and Estimates-At-Completion (EAC), invoicing and contract financial closeout.


    1. Demonstrate an understanding of the current regulatory environment relative to the Federal Government including Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), DFAR, Truth In Negotiations Act (TINA), etc.
    2. Assess contract Statement-Of-Work (SOW) and other requirements and assist the project manager in translating them into a Work Breakdown Structure (WBS) and project plans appropriate for the contract type and complexity. Interface with internal cost account managers, subcontractors, and suppliers as needed.
    3. Conduct basic financial analysis including budgeting, forecasting, labor hour analysis, budget versus actual variance analysis, direct and indirect cost studies, revenue recognition, profit/loss analysis, risk analysis, A/R & A/P, cash flow and other financial results.
    4. Comply with policies, procedures, and practices to ensure the timely approval and processing of costs. Collaborate with other internal organizations to resolve issues.
    5. Collaborate with program managers and cost account managers to develop Estimates-At-Completion (EACs). Present EACs and recommendations to improve financial results management.
    6. Prepare invoices that are compliant with all internal and external requirements.
    7. Create, maintain, and update financial databases and spreadsheets, and generate various financial reports as required.
    8. Assist with the development of cost and pricing models and proposals for all types of contracts (FFP, CPFF, T&M, etc.).
    9. Prepare responses to “what-if” scenarios and ad-hoc requests.
    10. Performs other duties as required..


    Education and Experience:

    • A Bachelors’ degree in Accounting, Finance, or related field from an accredited institution.
    • Experience in a government contracting program office, program control, pricing, or finance is a plus as is developing and maintaining budgets, forecasts, EACs, cost models, basic pricing models, and invoices for all types of contracts (FFP, CPFF, T&M, etc.).
    • Experience using MS Office Suite products including MS Excel skills.
    • Experience with MS Dynamics AX is a plus.

    Knowledge, Skills and Abilities:

    • Basic knowledge of GAAP, CAS, and FAR
    • Demonstrated analytical and problem-solving skills
    • Clear attention to detail
    • Effective oral and written communication skills
