    Founded in 1925, ATCC is a non-profit organization with a mission to acquire, authenticate, preserve, develop, standardize, and distribute biological materials and information for the advancement and application of scientific knowledge. 

    The financial/pricing analyst will be responsible for creating/administration of pricing databases, coordinating implementation of pricing proposals, and cost volume development efforts. The Financial Analyst must function in a fast paced proposal environment and work closely with Capture and Proposal teams to develop cost proposals while ensuring compliance and schedule adherence. Responsible for preparation of new business and follow-on cost proposals, budgetary estimates, and program financial reporting of various contract types.


    1. Demonstrate an understanding of the current regulatory environment relative to the Federal Government including Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), DFAR, Truth In Negotiations Act (TINA), etc.
    2. Assess RFP cost requirements and translate them into a fully compliant cost proposal meeting both internal and external requirements.
    3. Develop cost and pricing models and proposals for all types of contracts (FFP, CPFF, T&M, etc.). Prepare responses to “what-if” scenarios and ad-hoc requests.
    4. Prepare cost estimate packages that are statically correct and can be supported through historical, empirical data and / or estimating theory.
    5. Organize data and estimates from various functional areas into cohesive, auditable and consistence cost packages.
    6. Prepare and deliver summary presentations of business proposal requirements, win themes, pricing, cash flow, risks, and other relevant factors.
    7. Support customer audits and assist with contract negotiations as necessary.
    8. Conducts basic financial analysis including budgeting, forecasting, budget versus actual variance analysis, profit/loss analysis, risk analysis, etc.
    9. Collaborate with program managers and cost account managers to develop estimates at completion (EACs).
    10. Create, maintain, and update financial databases and spreadsheets, and generates various financial reports as required.
    11. Conducts audits and analysis of their organizations direct and indirect costs, and reviews their practices and procedures, ensuring that labor and non-labor charges are approved, allowable, and processed in a timely manner.
    12. Performs other ancillary duties as assigned.


    Education and Experience:

    • A bachelor's degrree in Accounting, Finance, or related field from an accredited institution.
    • Minimum three(3) + years of experience within a finance, accounting or business role is required
    • A minimum of 3 years' experience in a government contracting porgram office, program control, pricing, or finance is required.
    • Experience developing basic cost and pricing models and proposals for all types of contracts (FFP, CPFF, T&M, etc.).
    • Experience developing and maintaining government program financial spreadsheets, EACs, and forecasts.
    • Experience using MS Office Suite products including strong MS Excel skills.
    • Experience with MS Dynamics AX is a plus.
