    The Senior Subcontracts Administrator ensures timely preparation, coordination, and subsequent compliance of government and/or commercial contracts. Incumbent has complete understanding and wide application of technical principles, theories, and concepts in the field and will keep abreast of regulatory changes pertinent to subcontract administration that affect ATCC and will assist in designing programs and processes to ensure compliance. Key responsibilities include monitoring and administering existing subcontracts, ensuring compliance with material terms and appraising functional units within ATCC of the obligations and limitations provided for in such agreements, as well as provide technical solutions to a wide range of difficult problems that are imaginative, thorough, practicable, and consistent with Organization objectives. 

     

    This position assures high level of quality and a high degree of internal and external customer satisfaction. Actively supports, enforces and complies with all corporate policies and procedures. Must work and think independently; duties of this position are to be completed under general direction. Discretion in handling assigned responsibilities, including the ability to resolve problems and exercise good judgment while maintaining confidentiality.  Functions are to be completed in a timely manner with acceptable quality.

     

     

    Responsibilities

     

    1. Performs day-to-day Subcontract Administration with activities including the processing of newly awarded contracts and contract modifications.
    2. Conducts subcontract negotiation (Contract price, terms and conditions, type) and engages in customer contact activities to support contract acquisition and fulfillment in accordance with company policies, legal requirements, and government regulations and monitors them for compliance with established standards.
    3. Tracks and monitors contract changes, deliverables, correspondence, and maintains associated documentation. Ensures internal contractual compliance with the terms and conditions of the contract and compliance with designated management objective.
    4. Performs day-today- Contract Administration on smaller government contracts mainly FFP and T&M, but may be asked to serve as backup to the Contracts Manager on other contract types and sizes as needed.
    5. Supports ATCC’s competitive solicitation process conducting proposal preparation for ATCC business volume, drafts cost narratives and participates in pricing discussions.
    6. Prepares proposals/quotations to solicit subcontractors reflecting thorough review and understanding of the sponsor RFP. Extracts relevant requirements from RFPs and incorporates them into subcontractor’s RFP.
    7. Reviews subcontractor proposals for compliance with RFP requirements. Verifies that Subcontractor documents are complete, accurate and delivered to meet critical deadlines.
    8. Monitors and maintains awarded subcontract spending activity.
    9. Advises management of contractual rights and obligations and identifies and recommends improvements to processes, practices or materials which lead to positive results in quality.
    10. Collaborates & interacts with Accounting and Program Management to resolve issues, disputes with outstanding invoices as well as answer contract questions concerning specific projects/contracts.
    11. Coordinates and supports internal and external audits.
    12. Other ancillary duties as assigned

     

     

     

    Qualifications

    Education and Experience:

    • Bachelor's degree in business administration or related field or equivalent work experience.
    • Minimum of five (5) – eight (8) years of relevant experience with three (3) years government experience.

     

    Knowledge, Skills and Abilities:

    • Extensive knowledge of federal compliance regulations, procedures, monitoring and reporting requirements is also required.
    • Must be able to stay current with government contract regulations and knowledge of FAR.
    • Self-starter, motivated and takes initiative; strong interpersonal and problem-solving skills; able to work collaboratively with all levels of staff to resolve problems and external partners to maximize performance, creativity, problem solving and results.
