    The Manager, Financial and Business Operations – Government Contracts has primary responsibility for the strategic financial leadership, forward looking analysis and oversight of the financial planning and business execution for AFS business unit. Involved on the AFS leadership team to support and manage business-related issues affecting proposals and programs; support business unit and organization strategic goals by assuring adherence to budgets, schedules, work plans and contract requirements. 


    This position must work and think independently – while also providing leadership and support to their team; duties of this position are to be completed under minimal guidance. Discretion in handling assigned responsibilities, including the ability to resolve problems and exercise exceptional judgment while maintaining confidentiality. Erroneous decisions will result in critical delays in schedule and/or business unit operations and may jeopardize overall business activities.  Functions are to be completed in a timely manner with acceptable quality and comply with all ATCC policies and procedures.


    1. Collaborate with the Vice President, AFS on strategic pricing opportunities including requirements assessments, price-to-win strategies, risk identification and mitigation, in-house versus outsourcing decisions and alternative rate structures to achieve strategic goals and profit margins
    2. Develop pricing models, templates, processes, methodologies, etc., to facilitate proposal pricing
    3. Ensure pricing compliance with solicitation requirements, and corporate compliance to government regulations regarding government contracts and organization policies
    4. Plan and implement negotiation strategies and targets and support negotiations
    5. Provide oversight and management support of division program financials for orders, sales, program profit and cash including GovCon invoicing

    6. Support program managers in the development and analysis of:
      • Work Breakdown Structure (WBS)
      • Contract value and funding profiles
      • Budgets, budget vs. actual analysis and CAM reviews
      • Labor and non-labor costs
      • Forecasting
      • Estimate-to-Complete (ETC)/Estimate-at-Complete (EAC)
    7. Revenue and profit margin analysis and recognition
    8. Prepare and report on the status of division financial performance to senior management along with recommendations for improvements
    9. Manage the division’s indirect costs including overhead, marketing, B&P and R&D funds
    10. Interpret Federal Acquisition Regulations (FAR) related to government accounting, pricing and Cost Accounting Standards (CAS) regulations
    11. Lead the effort to update and maintain ATCC’s CAS disclosure statement
    12. Lead the incurred cost process and coordination of compliance related matters with the cognizant government agency
    13. Negotiate, as required, indirect rate agreements
    14. Prepare responses to “what-if” scenarios and ad-hoc requests
    15. Other ancillary duties as assigned


    Education and Experience:

    • A Bachelors’ degree in Accounting, Finance, Business or related field from an accredited institution; an MBA is strongly preferred.
    • Minimum of 8-years’ experience in a government contracting program office, program control, pricing, or finance is required; experience in multiple areas preferred. Must have a minimum of 2 years people management experience
    • Experience developing and maintaining budgets, forecasts, EACs, cost models, advanced pricing models, customer reports and invoices for all types of contracts (FFP, CPFF, T&M, etc.)Experience using MS Office Suite products including strong MS Excel skillsExperience with MS Dynamics AX is a plus

    Preferred Qualifications:

    • MBA
    • Experience in multiple areas - government contracting program office, program control, pricing, or finance
    • Experience with MS Dynamics AX
