    Founded in 1925, ATCC is a non-profit organization with a mission to acquire, authenticate, preserve, develop, standardize, and distribute biological materials and information for the advancement and application of scientific knowledge.


    Reporting to the Chief Information & Technology Officer (CITO), the Director of Data Management and Analytics is responsible for the overall data strategy and governance, policy, enterprise architecture and program execution required to optimize the value of ATCC’s data assets. This Director will employ a portfolio management approach to adapting solutions, standards and best practices that align with and enable ATTC’s organizational strategy and fit within budget.   Experience managing structured and unstructured information content including financial, business, biological and scientific data is highly relevant.  Expertise with a variety of data platforms including Microsoft Sequel Server and various open source platforms is also pertinent as is knowledge of data, application and API integration tools and techniques. This person will collaborate with internal stakeholders in ATCC’s business units and corporate support departments.  Serving ATCC’s customers in academia, government and industry with high quality information content is also a critical aspect of this role.

     

    Additionally, the Director of Data Management and Analytics must possess strong leadership, business, communication and people skills that bring credit to ATCC’s brand, promote our core values, enhance our capabilities and advance the quality of the work environment. The Director will manage staff including internal and external personnel and must demonstrate integrity, analytical ability, sound managerial judgment, operational expertise, change management experience, discretion, and the capacity to think strategically and multi-dimensionally in order to solve problems and make decisions and recommendations. 

     

    Responsibilities

    1. Lead data strategy and governance activities for ATCC.
    2. Ensure all data projects are well-defined, planned, tracked and communicated in an open, honest, timely and consistent manner to ensure intended value realization is achieved and understood.
    3. Participate as a key member of the enterprise architecture development and the technology selection and implementation processes.
    4. Contribute to the development of ATCC’s bioinformation strategy and incorporate information content solutions into ATCC’s product and service offerings.
    5. Identify internal and external data resources for collection and curation.
    6. Create, drive, and mature best practices, metrics, policies and tracking mechanisms relevant to data management and analytics and data quality.
    7. Take a leading role in the adoption of innovative Digital 2.0 technology capabilities across ATCC.
    8. Develop methods, tools and algorithms for unlocking the value of ATCC’s unstructured and structured data assets.
    9. Establish, support and maintain the enterprise data warehouse (EDW). Enhance the EDW with integrations to additional Software as a Service (SAAS) applications deployed throughout the company.
    10. Establish and support the design, development and maintenance of the Master Data Management (MDM) platform.
    11. Establish effective working relationships with appropriate cross-functional groups and individuals within ATCC.
    12. Manage, direct, coach, and provide for the career development of Data Management and Analytics personnel.
    13. Manage budget.
    14. Advocate for data privacy and data security and work with senior leadership to ensure development of related cybersecurity policy and practices.
    15. Other collateral duties as assigned.

    Qualifications

    Education and Experience:

     

    Requires a bachelor's degree in computer science or related field and at least 15 years of experience in the field.   

     

    Preferred Qualifications:

    • Experience in Bio Tech or Life Sciences related industries.
    • Experience working with multiple privacy and regulatory requirements and associated data security ramifications including export controls (EAR/ITAR), payment card industry (PCI), current Good Manufacturing Practices (cGMP), Food and Drug Administration (FDA), Clinical Laboratory Improvement Amendments (CLIA) and European Union General Data Protection Regulations (GDPR).
    • Awareness of IT Governance best practices including: COBIT, Val IT, COSO or ITIL
    • PMP Certification.
    • Masters Degree.
    • Experience working with or for Federal Contractors.
    • Experience in manufacturing or professional services industries.
    • Experience with SDLC projects and programs.
    • Knowledge of Agile methodologies.

     

    Knowledge, Skills and Abilities:

    • Related work experience in leading the development of new or emerging technology and data capabilities within similar companies.
    • Extensive SQL Server database management experience including SSRS
    • Extensive experience implementing and managing an ETL platform such as SSIS or KNIME
    • Experience developing and/or supporting an MDM platform such as Reltio, Informatica or Tibco.
    • Basic experience interfacing systems through SOAP/REST API’s as well as processing JSON and XML files
    • Excellent understanding of data warehouse architectures (Kimball, Inmon, Data Vault, etc.)
    • Proficient knowledge in designs practices including OLTP, reporting, and OLAP; big data processing and analytic technologies including Hadoop, R, and stream processing; standard and ad hoc reporting solutions;
    • SQL Server Database Administration including DDL, utilities, backup and recovery
    • Powershell scripting
    • ERWIN data modeling
    • Knowledge of Knime development, ETL and MDM data management tools
    • Solid knowledge of SOAP/REST API
    • Understanding of XML, JSON and other internet file formats
    • Data management and data analytics expertise with similar programs and with demonstrated successful track record.
    • Must be a strong leader with assertiveness and have excellent communication and negotiation skills.
    • Must have strong organizational skills, quality-conscious and a structured way of working including attention to detail.
    • Able to think and operate on both the strategic and tactical levels; develop short term solutions that complement longer term goals.

    • Data management and data analytics expertise similar programs with demonstrated successful track record.
