Founded in 1925, ATCC is a non-profit organization with a mission to acquire, authenticate, preserve, develop, standardize, and distribute biological materials and information for the advancement and application of scientific knowledge. 

The Proposal Manager will analyze Government Requests for Proposals (RFPs) and Requests for Information (RFI) and assists the Capture Manager to develop the best strategy to prepare and develop compliant proposals, grant applications, and products that lead to government contracts. The Proposal Manager leads collaborative, integrated proposal teams to ensure proposal deliverables are submitted timely and in a high quality format to best highlight ATCC’s scientific and business capabilities. The incumbent reviews selected scientific information and writes, reviews and edits proposals and documentation required to support AFS new business growth. 


  • Demonstrates knowledge of the proposal preparation process and develops compliant proposal outlines and documents in accordance with the industry best practices such as the Shipley Method.
  • Works with Capture Manager and subject matter experts to develop and articulate technical, management and other solutions utilizing knowledge gained from customer, draft RFP or similar opportunities.
  • Takes ownership for proposal development and related support processes.
  • Formats proposal using appropriate corporate templates tailored for each specific proposal.
  • Ensures proposal presentations are of high quality, error free and submitted in accordance with proposal requirements.
  • Responds to evaluation notices.
  • Develops lesson learned questionnaires to capture post proposal information.
  • Compiles post proposal feedback and creates an action report with action plan. Ensures action plan is completed and used for future proposal development.
  • Creates and maintains proposal repository.
  • Provides direction to the proposal team to continually evaluate and improve the submission process.
  • Ensures ATCC’s capabilities are featured to leverage both scientific and business expertise.
  • Consults with appropriate scientific and Quality Systems personnel to determine how to best organize document format and content.
  • Performs other ancillary duties as assigned.


Education and Experience: 

  • An advanced degree is required in science, english  or other technical discipline
  • 8 years of relevant post-degree experience including prior proposal experience is required.
  • Experience in industry, or research and development is preferred.  

Knowledge, Skills and Abilities:

  • Able to communicate effectively (written and verbal)
  • Knowledge of MS office suite
  • Trouble-shooting skills
  • Attention to detail
